Health in Punjab

Health and well-being are the most important aspects of human life. The state of being free from any illness or injury is an integral part of the working ability of people which leads to more productivity, thereby leading to a more developed nation. A healthy body leads to happy and well-maintained lives of the people which in turn leads to the growth of the country. As a consequence to this, the Government of India places much importance on the healthcare facilities available to all the people living in the country. The constitution of India works to fulfill a vision of an egalitarian society where freedom, dignity and justice to an individual is of paramount importance. Hence, many departments have been set up by the Government of India to look after the affairs of the society in order to create a new social order based on these principles.

With an aim to fulfill this vision of the Constitution of India, the state governments in various states of the country have separate departments which looks after the health affairs and the standard of living of the people. These departments strive to eliminate poverty, ignorance and ill-health among the people and take steps in order to raise awareness about healthy nutrition and proper growth and development among the men, women and children so as to promote the directive of  'Health for All'. With increasing technological innovations, there has been much advancement in the field of medical sciences and there are several attempts being made to provide the people living in India with these world class facilities and medical services.

The Health and Family Welfare Department in Punjab

The state of Punjab has also set up the Health and the Family Welfare Department which endeavors to provide precautionary, helpful and remedial health services of quality at economical prices to the people living in the state and belonging to different social classes. An expansive network of multifarious health institutions constituting a number of private as well as government hospitals, primary, subsidiary and community health centres comprising of dispensaries and clinics along with several government aided medical and dental colleges with attached hospitals. These health institutions employ well-trained and highly skilled medical and paramedical staff who strive to maintain the health and hygiene of the urban as well as the rural population of the state.

The Department of Health and Family Welfare in Punjab has categorically divided its functions into four, namely, primary health care, secondary level health care system, tertiary level health care system and delivery of family planning services.

Primary Health Care Services

Health and Family Welfare Department in PunjabThe primary healthcare services in Punjab constitutes of a huge network of health institutions comprising of 2950 sub-centres, 1336 rural dispensaries and clinics, 395 primary health centres and 129 community health centres catering to the population. In addition to this, there are 507 Ayurvedic and Unani dispensaries, 17 Ayurvedic Swasth Kendra's, 5 Ayurvedic Hospitals, one government Ayurvedic college at Patiala and 107 Homoeopathic dispensaries which are also functioning in the state under the body of Indian Systems of Medicine & Homoeopathy (AYUSH). There have been a number of state health programmes organized and put into effect in the state as well in order to combat Malaria, Tuberculosis, Blindness, Leprosy and AIDS.

Secondary Level Health Care System

The secondary level health care system constitute of hospital services at the sub-divisional and the district levels which complement and provide support to the network of health institutions at the primary level.

Tertiary Level Health Care System

In Punjab, the tertiary level health care services are supplied by the highly specialized hospitals in the state along with a number of hospitals which are attached to the State Medical Colleges. These organisations aid the secondary level health care system and are the primary centres for carrying out research and manpower development for the health services in Punjab.

Delivery of Family Planning Services

The family planning services in Punjab are primarily directed to the urban population with 23 Urban Family Planning Centers, 64 Urban Revamping Centers and 52 Post-Partum Units operating in the urban areas in the state.

The Health and Family Welfare Department in Punjab has a number of departments and organisations working under it, namely, the National Rural Health Mission, Punjab, the Punjab Health Systems Corporation, the Directorate of AYUSH, the Directorate of Homeopathy and the Punjab AIDS Control Society.

Directorate of Ayush in PunjabThe Directorate of AYUSH (Ayurveda, Yoga, Unani, Siddha and Homoeopathy) in Punjab aims to integrate these ancient yet effective systems of medicine into the state health delivery system in order to strengthen them and increasing awareness about the treatment of a variety of disorders through Ayurveda. The Department of Homoeopathy in Punjab promotes the Homoeopathic System of medicines in the state by providing treatment at the primary health care level as well as purchases, maintains and allocates quality equipment and medicines to various Government Homoeopathic Dispensaries. There are 111 Government Homeopathic Dispensaries in Punjab where treatment is provided to general patients at a nominal fee and free medicines and treatment are provided to B.P.L families, Punjab Government employees, pensioners, past & present Members of the Legislative Assembly of Punjab, freedom fighters and prisoners under trial. There are a number of free Homoeopathic Medical Check-up Camps and Seminars organized in the rural areas throughout the State to make the people aware about this system of medication and treatment.

AIDS Control in PunjabThe Punjab AIDS Control Society started functioning in the year 1999 and has implemented a number of activities under the National AIDS Control Programme in order to create awareness about AIDS and its preventive measures. It has been able to achieve a number of its objectives, such as, creation of awareness and blood safety, strengthening of STD Clinics, intervention programmes through NGOs, condom promotion programmes, setting up of surveillance centres and counselling centres to reduce the emotional, mental and social tension created by the disease of AIDS on individual, family and community, training of committed medical workers in various Government hospitals in Punjab and preparation of multifarious education and communication materials by the AIDS Control Society which include posters, pamphlets, hand-bills, audio and video cassettes, TV Spots, Radio messages, TV talks/Radio talks and mass awareness programmes in the form of fairs, street plays, seminars, group meeting advertisements in newspapers, magazines, bus-panels, stickers and hoardings etc.

Major Health Schemes and Programmes in Punjab

Health Schemes

The State Government of Punjab has launched several health schemes and programmes over the years to provide quality health care facilities to the people living in the state. A short description of these programmes and schemes are as follows:

National Vector Borne Disease Control Programme (NVBDCP)

The NVBDCP is an all-encompassing programme for the prevention and control of six vector borne diseases, namely, malaria, dengue, chikungunya, Japanese encephalitis, lymphatic filariasis and kala azar.

National Leprosy Eradication Programme (NLEP)

In Punjab, the National Leprosy Eradication Programme endeavors to work towards disability prevention and medical rehabilitation, whereby, there is the detection and treatment of leprosy patients, hence limiting disabilities. In addition to this, the IEC also undertakes many methods to create awareness among general public about the stigma of this disease in various villages, blocks and schools through health melas, school rallies, folk shows and cultural shows.

National Programme for Control of Blindness (NPCB)

The National Programme for Control of Blindness (NPCB) was launched in the year 1976 with 100% central assistance. The functions of the scheme include steps taken to reduce blindness, identifying and treating blind people and improving infrastructure and eye care facilities in the state.

Revised National TB Control Programme (RNTBCP)

The Revised National TB Control Programme was started in the year 1966 in Punjab and it aims to reduce the number of cases of tuberculosis in the state as a part of its long term goal. The short term objectives of this scheme comprise of immunization of infants by the BCG dosage, to detect new cases and to treat them.

National Iodine Deficiency Disorders Control Programme (NIDDCP)

In order to combat the major public health problem of iodine deficiency disorders, the government of India established the National Goiter Control Program in the year 1962 which was later renamed as the as National Iodine Deficiency Disorders Control Program in 1992. NIDDCP is being effectively implemented in Punjab with the easiest solution being to consume iodized salt everyday so as to prevent a wide variety of iodine deficiency disorders such as goiter, still births, abortions, congenital anomalies, mental deficiency, deaf mutism, squint & dwarfism.

National Cancer Control Program (NCCP)

The NCCP in Punjab has achieved considerable success at preventing cancer by taking steps for the diagnosis and the free and cheap treatment of cancer and the setting up of the cancer registries and required infrastructure to provide treatment and therapy to the cancer patients in the state.

School Health Programme

The School Health Programme was launched in Punjab in the year 1981 and it undertakes regular and basic medical check-ups of children in various Government and Government aided schools and Anganwadi Centres for different types of health related problems in order to focus on their growth and development. The cost of the medicines and other emergency and treatment kits for various diseases like Thalassemia and Cancer under this program is funded by the NRHM.

Immunization Strengthening Program

The Immunization Strengthening Program in Punjab undertakes steps to bring down the child mortality rate, especially the Infant Mortality Rate (IMR) by innoculating the infants against seven life threatening diseases, namely, Childhood Tuberculosis, Diphtheria, Pertussis, Tetanus, Measles, Polio and Hepatitis-B.

Janani Suraksha Yojana (JSY)

This program in Punjab is being implemented so as to reduce maternal and neo-natal mortality by promoting institutional delivery among the poor pregnant women.

Integrated Disease Surveillance Project (IDSP)

The Integrated Disease Surveillance Project (IDSP) was launched in the year 2007 and has established 20 surveillance units in the 20 districts of the state along with upgrading the State and District Health Laboratories which can detect the early causes of disease outbreak by involving health personnel at various levels like medical officers, lab technicians and health workers, who have been trained in phases.

Intensive Dental Health Care Program

Dental Health Program

The state of Punjab launched the first of its kind Intensive Dental Health Care Program in 1989-90 for school children, school teachers and general public to reduce the occurrence of oral and dental diseases. The steps taken by this program include the imparting of dental health education training to the school children and detailed oral health check-up along with providing the necessary dental treatment to the people in the various Mobile Dental Clinic Vans travelling throughout the state.

The primary aim of this directorate was the development of manpower in the field of medicine so as to provide high quality medical facilities in the hospitals attached to the medical and dental institutes and colleges in the state.

    The achievements of this department constitute of the establishment of three medical colleges, two dental colleges, one Ayurvedic college, two nursing colleges and six hospitals run by the Government of Punjab along with the setting up of ten medical colleges, sixteen dental colleges, twelve Ayurvedic colleges, four Homeopathic colleges, nine physiotherapy institutes and several nursing schools and colleges which are being operated in the state by various welfare societies and trusts in the private sector following the approval and no-objection certificate from the Government of Punjab.

  • The Punjab Health Systems Corporation, which is an organisation working under the Department of Health and Family Welfare in Punjab, has organized quite a number of schemes and programs to improve and advance the health conditions in the state. The programs include the following:

    • RSBY Scheme: The Rashtriya Swasthya Bima Yojna has been set up by the PHSC to provide health benefits to the Below Poverty Line (BPL) families in the form of free medical treatment up to INR 30,000/-.

    • Jan Aushadhi Program: Launched in the year 2008, the PHSC collaborated with the campaign started by the Government of India, under which all the district hospitals in Punjab were supplied with cheaper, non-branded essential medicines through dedicated outlets.

    • Rogi Kalyan Samiti: This scheme is also known as the Patient Welfare Committee (PWC) whereby public institutions and hospitals in the state are managed through community participation. The RKS has successfully launched 18 district hospitals in the state which include two special hospitals, 37 sub divisional hospitals and 117 community health centres.

    • Punjab Nirogi Yojna: This program provides financial assistance to patients who are under the Below Poverty Line (BPL) and who are suffering from major life threatening diseases which enables them to receive treatment at any of the multi-specialty hospital which is working under the Government or other any Government hospitals.

    • BMW Scheme: The ‘Bio-Medical Waste Management’ program is followed by 173 hospitals under the PHSC presently, whereby they make provisions of color coded bags for the storage of bio-medical waste generated in the hospital and the collection of the bio-medical waste from the concerned hospital and then disposing it as per the guidelines issued by the CBWTF (Common Bio-Medical Waste Treatment Facility).

    • Sanitation Program: The services of sanitation in the hospitals in Punjab are provided under contract in 59 hospitals in the state. The contracts are awarded after the process of tenders and consequently, the contractors recruit people for sanitation services in the hospitals along with providing material for the cleaning of the concerned hospital.

    • Tele-Medicine Program: Under this program, the patients living in far off areas in the state are provided with the requisite medical care and treatment from specialty hospitals, thereby overcoming limitations of distance, time and money.

    • Blood Bank Program: The state of Punjab has set up 40 blood banks and 28 blood storage units in the various hospitals operating under the PHSC.
